Kresmark double hung sash/cam lock for double hung window in black.
It does not use a keeper. The latch will engage the rail of the opposite sash.
Mounting screw has 3/8 inch offset from edge of latch.

NOTE: Looks like the Acorn window latch with 1/2 inch offset
